Chengdu commits itself to build a standardized and service oriented government to provide China foreign investment services to investors with the establishment of Chengdu Municipal Comprehensive Service Centre, Chengdu Foreign Investment Promotion Centre and Chengdu Taiwanese Business Complain Centre.

Chengdu Hi-Tech Zone is granted the same administration power as the municipal level and provides 3 phases' services to enterprises which composed with promotion of investment & construction and enterprise service through a special parallel examination and approval process.

Chengdu Hi-tech Zone has set up two government service centres both in the south park and the west park conducting "one stop" services and "zero fees" policy, providing professional services for key projects.

Process Outsourcing - Chengdu Hi-Tech Zone

Software sales revenue of CDHT achieved 26 billion RMB in 2008; export volume of software product and BPO reached 180 million USD (including embedded software and software testing). There are about 80,000 employees in 520 software and service companies, which include 21 CMMI certification enterprises. In addition, more than 50 enterprises are in the CMMI processing industry. The IT software development industry in CDHT covers IC design, IT outsourcing, information security, digital entertainment, applications, gathering numerous companies, such as IBM, Microsoft, Symentec, Intel, Accenture, SAP, FreeScale, Unisys,  Tencent, Ubisoft, Wanmei, Kingsoft, SNDA, 30 group, Synnex and many others. Software is featured with two industrial clusters. One is 3G cluster featured with Siemens, Motorola, Nokia, Huawei and ZTE. The other is IPTV cluster featured with Changhong, Datang and JiuZhou. With the rapid development of key companies, a highly innovative software industry is emerging in Chengdu Hi-tech Zone.

With this software industry base, Chengdu Hi-Tech Zone is welly equipped to provide a form of outsourcing that involves the contracting of the operations and responsibilities of specific business functions (or processes) to a third-party service provider, which is known as process outsourcing.

Inward Investment - Chengdu Hi-Tech Zone

Chengdu welcomes inward investment which enables foreign investors to purchase capital goods for a branch of a corporation to locate or develop its presence in the region. Inward investment could be attacted by the relative remoteness, for example, a company wanting to recruit personnel with relatively common skills might deliberately relocate to an area where wage rates are relatively low.

Chengdu has a well developed aerospace industrial base in South-west China. The largest Airbus Maintenance Centre in China is based in Chengdu, now under construction. It is one of key aircraft research, testing bases and manufacturing in China, with quite a number of enterprises strong on aircraft design, manufacturing and testing. Currently, there are 30 middle-and-large scale enterprises, institutes, vocational and technical colleges in aviation and aerospace industry, with a total staff over 45,000 and about 20,000 professionals.

There are 7 aviation manufacturing enterprises with a total assets of 1.3 billion US dollars, an employment of 27000 people, mainly producing light airplanes, engines, airplane-used meters, cockpit, tail, gates and airborne equipment. The city has advanced equipment on digital processing, surface heating and metering and inspection facilities and a quantity of high-caliber professionals capable of international standard research and development. The city has built a fine reputation through cooperation with internationally major airplane producers.

In the maintenance area, there are 6 companies with strong capabilities in airplane maintenance, with a total company assets of 3.5 billion US dollars, an employment of 6500, capable of maintaining engines, helicopter, light planes, volute-axis engine, airborne equipment, alighting carriage, air-driven parts, airplane electronics with a sound parts maintenance abilities.

The strong  aerospace industry has attracted companies such as Boeing, Airbus, Rolls-Royces, Parker, Snecma, Aerotech, Molex, Amphenol, Timken, Push, Chengfe and Sigma UK among many others.
CDHT mainly develops aeronautical components manufacture, maintaining and mold & tools industry, with big names as Timken, Push, Chengfei Group, Haite Hi-tech, Hangli group and Sigma UK among many others located in the park. In 2008, a total output of 3.1 billion RMB and added value of 1.41 billion RMB were achieved.
